



The 2017 SANDAG Decennial Household Transportation Survey aimed to achieve diverse and representative participation from San Diego County residents to gather travel habit data critical for future transportation planning. Challenges included low survey participation rates, particularly among low-income and Hispanic populations, due to language, cultural barriers, and distrust in government. Cook + Schmid implemented a strategic communications plan to overcome barriers through targeted outreach, community ambassador recruitment, focus group-tested materials, and door-to-door engagement in Spanish-speaking neighborhoods. The campaign exceeded participation goals, quadrupling responses from Spanish-speaking households and securing over 6,000 households and 12,000 people completing the survey, providing a robust and representative dataset.
